Morgan Stanley Cuts Circle to Underweight, Slashes Price Target to $38

Morgan Stanley downgraded Circle Internet Group (CRCL) to "underweight" from "equal weight" on Aug. 3 and cut its price target to $38 from $106, citing a contraction in USDC circulation and what it described as the company’s high sensitivity to reserve income. The bank also said Circle’s business mix is shifting toward transaction-driven revenue, which carries lower margins. In the same report, Morgan Stanley reduced its USDC scale forecasts for 2027 and 2028 by about 33% and 44%, respectively, and said it expects Circle’s GAAP earnings per share to come in about 3% and 20% below market consensus. At the same time, Morgan Stanley’s latest 13F filing showed that, as of June 30, it had increased its Circle holdings from about 1.46 million shares to 8.32 million shares, indicating a sizable buildup in the second quarter. The contrast has drawn attention because the public research call turned more cautious in early August, while the most recent historical holdings disclosure still showed a major increase in exposure. The 13F filing only reflects positions as of June 30 and does not show whether the firm changed its stake before or after the downgrade.

Hyperliquid eases access to low-latency data feeds, plans to move idle HLP USDC into lending pool

Hyperliquid Foundation is changing how market participants access its on-chain data infrastructure, opening previously hard-to-reach nodes to professional infrastructure providers that can resell access to outside teams at a uniform price. The change is aimed at cutting the cost of obtaining high-quality, low-latency trading data for market makers and trading firms. Previously, direct access typically required staking 10,000 HYPE and meeting the Tier 1 market maker threshold, a bar that smaller firms often could not clear. The reference price for the new service is currently below $1,000 per month, with a required 99.9% uptime standard. Providers must also have operated for at least one year, serve at least 100 customers, cover five networks, and avoid offering faster dedicated lines to specific market makers. Separately, team member Jeff said on Discord that after the next network upgrade, Hyperliquid Liquidity Provider, or HLP, will automatically move USDC not being used for market making into HyperCore’s native lending pool to earn interest. HLP’s TVL stands at about $188.7 million, with roughly 79% sitting as unallocated cash at the time of the snapshot.
